Wyoming Statewide Chancery District and Circuit Courts Rollout

The Wyoming Judicial Branch partnered with FSX to modernize its statewide electronic filing system. The goal was to streamline court processes, increase accessibility for legal professionals, and support the courts with a reliable, scalable eFiling solution that could serve every jurisdiction in the state. FSX began with creating the new Chancery Court for Wyoming, expanded into the District Courts, and started this year implementing the Circuit Courts.
Challenges
Before implementation, Wyoming's courts faced several challenges:
- Disparate processes across courts: Chancery, District, and Circuit Courts used separate systems and workflows, creating inefficiencies. 
- Manual paper filing: Many filings required in-person submission, which delayed case processing and increased administrative workloads. 
- Limited statewide consistency: With no unified solution, Courts lacked a standard approach for attorneys, clerks, and judges. 
- Mandated modernization: The Judicial Branch needed a cost-effective system that met statewide requirements for accessibility, security, and ease of use. 
Our Approach
FSX worked closely with Wyoming's Administrative Office of the Courts (AOC) to design and implement a scalable solution that could support Chancery, District, and Circuit Courts.
- Strategic Phased Rollout Methodology: The statewide rollout was carefully orchestrated using a risk-mitigated, phased approach that prioritized stability and user adoption while maintaining continuous court operations. FSX's worked closely with the AOC to define a rollout strategy that incorporated multiple prioritization factors to ensure optimal sequencing and resource allocation across Wyoming's diverse judicial landscape. 
- Prioritization Framework: The rollout sequence was determined through a comprehensive assessment matrix considering: court volume and complexity (higher-volume District Courts were prioritized to maximize impact), geographic distribution (ensuring balanced statewide coverage to avoid regional service gaps), technological readiness (Courts with existing IT infrastructure and staff comfort levels were sequenced appropriately), and stakeholder engagement levels (Courts with strong change management support and judicial leadership buy-in were identified for optimal timing). 
- Rollout Phases and Resource Management: Phase 1 established the foundational Chancery Court with FSX support to perfect system configuration and user workflows. Phase 2 leveraged lessons learned to deploy across all District Courts, utilizing a hub-and-spoke model where early adopter courts served as regional training centers and peer support networks. Phase 3's Circuit Court expansion employs a carefully calibrated timeline, launching 7 of 26 courts by the end of 2025 with the remaining 19 scheduled for 2026, allowing for iterative improvements and sustainable change management across smaller, resource-constrained jurisdictions. 
- Risk Mitigation and Continuity Planning: Each phase included parallel system operation periods, comprehensive rollback procedures, dedicated FSX technical teams during go-live periods, and real-time performance monitoring with immediate escalation protocols. This approach minimized operational disruption while ensuring that critical court functions remained intact throughout the modernization process. 
Key implementation steps included:
- Collaborative planning: FSX partnered with clerks, judges, and IT staff using our Conference Room Pilot methodology to align current processes with system workflows to roll out with the Judicial Branch's strategic goals in focus. 
- Chancery Court creation: The first phase focused on establishing Wyoming's new Chancery Court with a modern eFiling foundation. 
- District Court rollout: The second phase focused on District Courts, where FSX successfully deployed a statewide system that standardized filing processes and delivered immediate improvements. 
- Circuit Court expansion: Building on that success, FSX extended the solution to Circuit Courts, adding additional functionality to more closely match their specific workflows and ensuring consistent functionality and a smooth transition for users statewide. 
- Training and support: FSX provides comprehensive training and a 365-day-a-year Contact Center with phone, chat, and email support. FSX also dedicates a Court support team that provides clerks and court staff with immediate support, enabling an easier transition and adoption of new technology. 
Results and Impact
The project delivered significant improvements for Wyoming's Judicial Branch:
- Statewide standardization: The new Chancery Court and all District Courts now use the same electronic filing system, with 7 of 26 circuit courts launched by the end of 2025 and the remaining 19 circuit courts scheduled for 2026. 
- Increased efficiency: Clerks process filings faster, attorneys can submit documents electronically from anywhere, and judges have quicker access to case materials. 
- Improved access: Legal professionals benefit from a more consistent, user-friendly system. Self-represented litigants currently have eFiling access in the Chancery Court. 
- Sustainable modernization: The solution is built to scale with Wyoming's future technology needs and judicial requirements. 
About the Client
The Wyoming Judicial Branch oversees 23 counties, including District Courts and Circuit Courts, serving communities across the state. Its mission is to provide fair and accessible justice for all Wyoming residents while maintaining efficient court operations.
Conclusion
Through a phased and collaborative approach, FSX helped the Wyoming Judicial Branch achieve a successful creation of the new Chancery Court, statewide rollout of its District Courts, and is now completing the initial rollout of 7 Circuit Courts by the end of 2025, with the remaining 19 Circuit Courts planned for 2026. By modernizing filing processes and creating consistency across jurisdictions, FSX has provided a lasting solution that strengthens access to justice, increases efficiency, and supports Wyoming's courts for years to come.
