Pennsylvania Environmental Hearing Board eFiling Implementation

In June 2024, the Pennsylvania Environmental Hearing Board (EHB) partnered with File & ServeXpress (FSX) to launch an all-in-one solution that unites eFiling, eService, docketing, and case management in a single, secure environment. The initiative replaced the Board’s legacy adjudication system, which was approaching end-of-life, with a modern, intuitive, and sustainable solution tailored for government agencies.

 

Challenges  

The EHB faced multiple challenges in modernizing its technology. Its legacy system was scheduled for sunset, creating operational and continuity risks, and the Board needed a unified system capable of managing eFiling, eService, and docket search workflows without relying on multiple vendors. At the same time, it was important to preserve familiar workflows to ensure staff, filers, and constituents could easily adapt to the new solution. The solution also needed to be configurable, secure, and scalable to support long-term use and future updates.

  

Our Approach  

FSX leveraged decades of experience supporting courts and agencies to deliver a fluid transition to the CMS solution. Working closely with EHB leadership, FSX preserved the most positive aspects of the prior system while improving navigation, efficiency, and self-service capabilities. By combining eFiling, eService, and adjudication workflows in a single cloud-based solution, FSX reduced the EHB’s reliance on multiple vendors. The secure, scalable architecture ensures that the solution can grow with the Board’s needs, while the focus on user-friendly design empowers staff to manage daily operations more effectively and accurately.

  

Results and Impact  

Since launch, the CMS solution has transformed EHB operations. Staff can now manage filings, case data, and service from a single intuitive solution, reducing manual processes and increasing efficiency. Filers and staff alike report a more positive experience, praising the system’s simplicity and modern interface. Its modular, configurable design ensures that the EHB can continue to adapt and expand its workflows in the future.
